Silly question here: what is to stop you from creating 32 fake accounts with 32 fake email addresses?
The fact that they wont credit fake accounts and that they need to install dropbox for the referal to count. So the same ip/computer probably won’t be credited.
Dropbox staff look at the IP address and the computer’s personal ID (MAC address) to see if a referral is really a self-referral.
