When something as big and heavy as a telephone pole snaps in two, it's normally a job for a builder. You're going to have to dig out the base, concrete in a new one, and then run the cables. Not so in China; all you need is tape.
Apparently China Telecom and the city bods couldn't agree on how much should be spent on fixing up the pole, so they just bodged it with a little tape and a bit of wire instead. I'm not a civil engineer, or a telephone pole technician for that matter, but I'm guessing this kind of thing needs a little bit more than a spot of tape and some wires -- it's not even duct tape for goodness sake.
