When i was there a couple of years ago they insisted it was ‘harmless’ fog.

Anywhere else in the civilised world it would be horrifically illegal to subject your people to that.
Well, to be fair the leaders are also living in Beijing, and they have to go outdoor sometime.
Depends how you define the word civilised i guess. The city and the attitude of the people in it put me in mind of London during the industrial revolution. We thought we were the peak of civiliation back then.
