They must be kidding here. A quick look up on Google points out that both public displays of affection and sex outside of wedlock are illegal in Dubai. Seems like a stupid place to launch this kind of service if you ask me.

Ah fair enough, sorry his comment had so many mistakes I misunderstood the meaning. But overall the laws are not dangerous as long as you follow them, which should be fairly easy for a tourist (I have been there numerous times over the years and never had problems).
Strikes me that waiting 40 minutes for a condom would kill the mood…
