It seems a load of UK users are getting errors and being blocked from installing Microsoft's Windows 8.1 preview. It's something to do with the language version we install in the UK compared to our cousins in the US. Thankfully there's a work-around. Follow this to trick Windows 8.1 preview into installing.
According to a clever chap on the Microsoft forums, this little renaming trick should allow you to download and install Microsoft's latest. Be warned, I haven't personally tested it, but it looks like it should work, if Microsoft's servers are holding up a bit better this morning.
1. Place and rename the MSU file in an easily accessible place, e.g. C:\8preview\preview.msu or whatever
2. Open command prompt in administrator mode.
3. Type: Expand –F:* c:\8preview\preview.msu C:\8preview\
4. Type: DISM.exe /Online /Add-Package /PackagePath:c:\8preview\Windows8-RT-KB2849636-x64.cab
For Windows RT users, replace the "x64.cab" on the end of step 4 with "-arm.cab", although that's uncharted territory right there.
That'll apparently then enable you to download the Windows 8.1 preview from the Windows Store, even if all the text in the store ends up corrupted. Navigate via icons and latent knowledge, I'm sure you'll be fine.
